Strange characters in TitleLeaf

TitleLeaf expects ingestion files to contain UTF-8 characters. Other characters such as latin1 will potentially not be interpreted correctly by TitleLeaf on ingestion. Monitor the ingestion log even after a successful ingestion to verify the results are as expected.
